Joe Monroe was named University of Kentucky Chief of Police in November of 2009. His police career began at Transylvania University Department of Public Safety in 1991 before joining the University of Kentucky Police in 1994. Chief Monroe took command of the police department that once was 52 employees and today he oversees a department of over 180 employees.

Monroe serves as a course curriculum developer and trainer for the United States Department of Homeland Security and the Office for Domestic Preparedness training programs where his instruction has focused primarily on crowd management, crisis communications, and incident management for sports and special events.

In addition to his lengthy law enforcement career, Monroe is also part of the adjunct faculty at Texas A&M Engineering Extension Service (TEEX) since 2011 teaching in the instructional area of sports and special planning and emergency response operations.  Additionally, he has been an instructor and consultant for the National Center for Spectator Sports Safety and Security (NCS4)  serving as a facilitator for the development of NCS4’s Safety and Security Best Practices publication. In 2019, Chief Monroe participated in the facilitation of Interpol’s Project Stadia project with NCS4 and Interpol in Lyon, France. Monroe successfully completed the certification process for becoming a Certified Sports Security Professional (CSSP) through the NCS4.

Chief Monroe and his team have developed partnerships with the private sector to assess the security needs of the University of Kentucky and identify solutions through advanced technology. In 2012, Monroe and his team began a comprehensive campus security project that unified disparate systems on the UK campus into a central system thus enhancing the security of the University of Kentucky. He continues to lead efforts to fully integrate campus safety and security systems though his collaborative work with technology solution providers and other industry partners.
